Overview
The holder of a Supervised Worker’s licence (L) is entitled to carry out all electrical installation work in Victoria under the effective supervision of a licensed electrician (in accordance with any further conditions on the licence).
This licence is issued for a maximum of three years and may not be renewed.
This licence is not recognised under mutual recognition and is not valid outside Victoria.
Application
You will need create a user profile in ESVConnect and complete the eligibility checker to confirm you meet the criteria to apply for the Supervised Workers licence.
You can apply for a Supervised Worker’s licence if you fall under one of the following categories:
You:
- have completed a four-year contract of training as an electrical fitter
- hold a Certificate III in Electrical (Electrical Fitter) or equivalent
- have satisfactorily completed the Safe Working Practices (SWP) assessment conducted by an assessment centre approved by Energy Safe.
In this instance you would need to submit the following evidence with your application:
- the Certificate of Completion of an apprenticeship from the Victorian Registration and Qualifications Authority
- Certificate III in Electrical (Electrical Fitter) or equivalent
- have satisfactorily completed the Safe Working Practices (SWP) assessment conducted by an assessment centre approved by Energy Safe
- payment of the application fee.
OR
You:
- have completed a four-year contract of training as an apprentice electrician that included at least 12 months’ experience in electrical installation work
- partially completed the Certificate III in Electrotechnology Electrician or equivalent
- have satisfactorily completed the Safe Working Practices (SWP) assessment conducted by an assessment centre approved by Energy Safe.
In this instance, you would need to submit the following evidence with your application:
- the Certificate of Completion of an apprenticeship from the Victorian Registration and Qualifications Authority
- evidence of 12 months’ experience carrying out electrical installation work. For example, include a letter from your employer providing details of your experience
- evidence of satisfactorily completing the Safe Working Practices (SWP) assessment conducted by an assessment centre approved by Energy Safe
- the application fee.
Or
Your standard of qualifications, proficiency and experience in electrical installation work is at least of an equivalent standard to that required under the points above.
A Supervised Worker’s licence application form must be lodged with Energy Safe, demonstrating the equivalent standard of qualifications, proficiency and experience in electrical installation work, as well as the application fee.

Responsibilities
As a licence-holder, it is your responsibility to understand the legislation and regulations in place and work in accordance with them. This includes:
Additionally, as a Supervised Worker, it is your responsibility to ensure:
- your work is under effective supervision of a Licensed Electrician
- is signed off with a Certificate of Electrical Safety by your supervisor.
Expiration and reapplication
A Supervised Workers Licence is issued for a period of up to three years to allow you to finalise the requirements of your training and complete the Licensed Electrician’s Assessment (LEA) to apply for your Electrician’s Licence.
When you apply for a Supervised Workers licence Energy Safe determines the length of time of your licence, from a minimum six-month period to a maximum of three years.
Energy Safe understands there may be reasons why you have not completed the outstanding requirements to upgrade to an Electrician’s licence during this licence period. However, in any subsequent re-application Energy Safe expects that you will demonstrate progress in your training and development towards an electrician’s licence.
If you re-apply for a Supervised Workers licence, you must submit all your documents in accordance with the above criteria, together with a detailed covering letter describing your training and development over the last licence period and your intention to become a licensed electrician.

Application fees include a $70 non-refundable administration component.
Application fees must be paid at the time a licence application is submitted.
